Option 1 - Use the command line

Right click the game in your library and select Properties
In General at the bottom is the launch options box, copy and paste the following:

+com_showLoadingScreen 0
Close the window and you're done

Option 2: Replace the .bk2 video files

Download the .rar file from OneDrive[1drv.ms]
Go to your game installation folder ..\steamapps\common\Dishonored2\base\video
Place the 4 .bk2 files from the archive into here, overwriting the originals when asked (backup originals first, you can simply add .bak at the end of the filename changing the extension).

As noted, these files can be used in other games also by renaming the files as needed.
