Preface

War Economy has three main objectives, and five secondary objectives. To get all side objectives, you'll need to stick around for a lot longer than if you just blasted the CFA official with a big gun.
The main reasoning for this is the third side objective, Listen to all conversations between the CFA official and the arms dealer.
The fun part about "listen to conversation" objectives is that they can enter a fail state from the slightest mistake, and since this mission doesn't have any checkpoints except one near the airport, you'll have to restart 90% of your progress. The key is to avoid doing anything that could cause guards to call in "something worth checking out". This can include decoys, being noticed but not spotted, and others. Sometimes guards will call in above suspicious activity, sometimes they won't. Have fun!

Loadout

The absolute minimum you need is the wormhole fulton for the side objective, Extract the materials container inside the Nova Braga Airport hangar, some kind of explosives (preferably C4 which is the easiest and doesn't take up a weapon slot) for the side objective, Secure the blueprint the gunship is carrying, and a distraction tool (magazines are the cheapest thing you can do). I took a lot more because I'm lazy and it makes things easier. If you can complete it with less than good on you.
  • Lethal or non-lethal assault rifle to shoot out lights. You (hopefully) won't be shooting any guards.
  • Silenced sleep sniper rifle is always useful if whatever you're shooting at is too far away to aim with tranq pistol. You can also carry it instead of a tranq pistol, since both of them serve the same purpose for what you'll need.
  • Decoy is invaluable for distracting guards once you've extracted the main targets, as well as making the CFA official and arms dealer look away from you so you can pop them in the head with a tranq or stun round. Smoke grenades function similarly, but you most likely won't need to use them if you have decoys.
  • Cardboard box is useful for hiding near guard and gunship patrol routes in the open.
  • D-Dog will psuedo-mark enemies for you if they are nearby, which is helpful for knowing how far each guard within the Nova Braga Airport Terminal is. He can sometimes kill the mission if he runs in during the conversations you need to listen to (which skips it and proceeds them to the next step in the airport inspection), but it's rare and something you can handle (it can still happen though, have fun!).
  • A jeep isn't necessary, but makes things easier by letting you get to the airport faster, giving you more time to setup before the arms dealer arrives in the gunship.
  • Any camo that has the same properties as the "square" camo (Wear on metal or concrete surfaces to blend in, making it harder for the enemy to spot you.)

Setup

Pequod will drop you outside of Nova Braga. Make your way to the north-eastern gate of the Airport. Along the way your one and only checkpoint for this mission will trigger.
Once you get into the airport, the first thing you want to do is shoot the lights near the hanger across the runway in front of you (the North Hanger on your map). This will make it generally easier to traverse if need be.
Walk across the runway to the North Hanger. Be careful of the sniper on the rooftop of the terminal!
If he notices you, dive and start crawling until the white curve with the crosshair fades away. Stand back up and keep walking. There are two walker gears that can spot you. If they look like they're walking toward you, either go prone and wait for them to pass, or throw a magazine to distract them.
Shoot out the lights under the small sheds. Once you get to the terminal, shoot out the two lights on the sides.
If at any point a guard hears the light breaking and calls an alert, that's fine! Press ESC and start from the checkpoint. The lights will still be broken, but guard suspicion will have reset. You'll have to get across the runway again, but it's little progress lost compared to what else could happen.

Throw a decoy here for later. It'll be for the CFA official and arms dealer. You can also just throw a magazine when the time comes, but the decoy is easier, faster, and more reliable.

If you managed to get to the terminal fast enough, the guard patrolling the rooftop of the terminal should only be across half the terminal length or a bit further. Tranq him and the sniper. Don't shoot out the light facing the stairwell, as the CFA official inside can hear the shot.
If you took C4, this is where you'll use it. Place a few where the gunship will land.
Pick up and carry both guards you tranqed down the stairwell to where you placed the decoy. The CFA official should be far enough that they won't hear them being fultoned out.
It's possible that the guard patrolling in front of the terminal will hear it. However, he'll go run to check it instead of calling it in. Move and hide behind cover below the stairs.
If you've reached this part, that's great! The gunship with the arms dealer is still coming in and the CFA official isn't running off.

First Conversation: Inside Terminal

After the gunship lands, the arms dealer will hop off and start making his way down the stairs to the terminal.
He'll enter the terminal. Crouch walk to the door, and hold ctr while crouching and walk through the door (which opens it, and keeps it open). The arms dealer and CFA official shouldn't notice this. Walk a bit back and press up against the doorframe.
From here you'll be able to hear the conversation while outside, and you can identify both the CFA official and arms dealer without them seeing you. If you have D-Dog with you, it's possible that he might run around which the targets will notice, which ends their conversation. Tell him to "Wait", but be careful not to call him with a whistle, as this causes an audible noise.
The end of the conversation will be marked by Miller commenting on what they said. They'll both start walking to the North Hanger (which they call the south hanger).




Second Conversation: Inside North Hanger

Crouch walk back to your previous hiding place, and wait for both of them to go down the stairs.
Once they get around 20-25m away, hop down from the railing and follow them while crawling at a distance. There is a walker gear with headlights that can spot you, so just wait for it to walk away on its patrol route. You'll have enough time before the next conversation starts.
Note: You can throw magazines and make noise to delay the CFA official and arms dealer if they are mid walk to locations. It probably shouldn't cancel the conversations that they'll have. I still don't recommend doing this. The less things that you give this mission a reason to fail you on, the better.
Crawl to this vent unit, and climb onto it. This will let you climb onto the roof its next to.
From here, you can listen to the conversation within the hanger with your Intel Scope (F key).
After the conversation, both of them will get into the truck to drive to the South Hanger (which they call the north hanger). Hop off the roof, and be careful of the walker gear and the guard on the other side of the fence spotting you.

Third Conversation: Inside South Hanger

Go up the stairwell on the side of the terminal to the roof. If there are no guards nearby, you can shoot out this light to make things easier later.
You can deal with the sniper on the terminal tower. Climb up the ladder on the side, and tranq the guard.
You won't need to fulton the guard now. It's easier to just hold him up, and he'll stay there quietly. No other guards will climb up the tower unless they hear something suspicious.
Climb back down the ladder, and make your way to the other side of the rooftop. Be careful of guards within the terminal that could hear your footsteps. The rain will help reduce the detection radius, but its better safe than sorry. D-Dog will mark out these guards for you.
Once you reach the edge, go prone. The CFA official and arms dealer should be in the south hanger. This hanger is also where the precious material containers for the secondary objective is. You'll need to extract all 3 containers to complete the objective. The containers won't be there if you recently extracted them already (which I did, which is why they are absent). You'll have to wait a few in-game days before they respawn if this is the case.
They'll pace around for a bit before talking. Use the Intel Scope to listen in. Miller will again comment after the end of their conversation.

Fourth Conversation: Inside Airport Terminal, again

The CFA official and arms dealer will get back in the truck, and drive to the right side of the terminal. They'll then climb the stairwell and walk back to their original meeting point, where they were for the first conversation.
In this time, you need to walk back across the terminal rooftop. You'll be repeating what you did the first time to listen in.
Open the door, and hide outside.
You'll be notified that the gunship has landed to pick both of them up. When their conversation ends, the side objective "Listen to all conversations between the CFA official and the arms dealer" should be completed. Congratulations! This is the most volatile portion of the mission, so it's mostly smooth sailing from here.



Extracting both targets

Once they've finished, they'll start walking to the helicopter.
Walk to the top of the stairwell, and equip the decoy (or magazine, or smoke grenade, or whatever else distraction) and wait.
The CFA official will come out first, followed by the arms dealer. When the arms dealer has walked through the doorway, trigger your distraction.
If you used a decoy, this is your time to tranq both of them. Shoot the CFA official first, since he's wearing full body armour except for his head. The arms dealer is easier to deal with since you can pepper him with tranq rounds.
Note: The CFA official will call in the decoy. If you shoot him mid sentence, the airport will go into alert. However, the conversation objective has been complete so its mostly unimportant. Make your way down the stairs and fulton both the CFA official and arms dealer.
The only objectives left should be:
  • Secure the blueprint the gunship is carrying
  • Extract the materials container inside the Nova Braga Airport hangar

Gunship Blueprint

The gunship should be hovering above there the C4 placed earlier is. Detonate one, and the rest will go off as well.
The entire Airport will now be in alert if not already. Pick up the blueprint that the gunship left behind to complete the side objective.

Extracting Precious Material Containers

The last objective needs you to make your way to the South Hanger. Walker gears and guards will now be running all around the place. This is a good time to start throwing around decoys and smoke grenades if you have them. The more the guards and walker gears are distracted, the less eyes there are looking at you.
Once you get to the other side of the terminal roof, hide behind these sandbags. A walker gear can walk up the staircase and start searching.
If it's not directly looking at you, walk off the roof to the front of the terminal below. Be sure to check for any nearby guards before doing this.
As tempting as it is, going around the building to the hanger is safer than making a beeline across the road (a camera and walker gear watch that section). Keep crawling and throwing out garbage to distract the guards. Two of them should be running across the runway to the terminal, so be careful.
Once you're around the building, check if there are any guards nearby. They should all be converging on the terminal, leaving you free to get up and start walking to the South Hanger.
The three containers are here (should be here). A wormhole fulton is needed to extract them, as they are all inside the hanger. You can climb onto the last one and extract the mission on it, saving time needed to find another exit.
This should be the last objective complete!
If you didn't extract on the container, there are other containers to the north-east that you can leave on. There's also the option of going through any of the doors on the boundaries of the airport. That's your choice to make. Just remember, the guards are searching, and if its total stealth, you'll be mission failed if they spot and call combat alert. Also remember that the only checkpoint is about 20 minutes ago, before you even entered the airport :^)

Q. The CFA official and arms dealer suddenly stopped talking?
This happens if they get distracted by anything. Or if they don't. Maybe the game exploded. I don't know. If it does happen, unlucky. Restart from the checkpoint. Pray that whatever mistake occurred doesn't happen again.

Q. Why don't you do (xyz) method that's 300x more efficient and easy and does the dishes and taxes and cures cancer
I'm stupid and poor and still mad at D-Dog for going for a football tackle on the arms dealer during the last conversation

I mostly wrote this in spite since this took me so many trial and error attempts of making a single sound and the targets having a panic attack
