If you are struggling to find high quality armor, try training assassination on hungry bandit hordes in Skinner's Roam to level 80 and knock out Samurai Gate Guards and take their armor.
Training
In the Border Zone there is the Tower Of Ninjas. Its secluded location and quantity of low level, katana-wielding, non-slaving, enemies makes it perfect for training. Even at level 1 toughness, you can easily avoid being struck into a coma.
The whole strategy is to move your characters (1-3 is what I believe works best) and hold the right mouse button so that they cannot block or attack (Black Dragon Ninjas do not have first aid kits so they will die if wounded). When all characters are knocked down and are now playing dead, force one of them to stand up. This will give them massive toughness experience. Hopefully, the ninjas will knock your character out before hurting him which will give them a 10 second knock out. Try to time each characters knock out time so that you can cycle between them and train faster.
If you have more than three characters, place them into a separate squad and have them stay at least one maximum camera distance away. I found that getting knocked down in the spot light is the best location because, at night, the ninjas will have a hard time spotting your characters getting up and won't make them collapse before combat.
By Day 13, I achieved >80 toughness for all six of my characters. The actual training took 1 day.
