How to create more Land

Example: I would really like to build this hospital here, but according to the game, there is not enough room here:

Let's change that.
Every time a road is build, the area around it gets leveled. Near the beach, this mecanic can be used to fill in some extra land:

So if you do this often enough, the building will eventually fit:

And if you're patient enough you can even fit an Airport!

Just make sure that you don't always place the road in the same place, but always close to the water as possible so that each time a little land is filled in.
