1. Uninstall all mods from the Steam Workshop

If you disable mods in the main menu, their files remain in the game as “active,” which causes a strange desynchronization issue, even if all players in the lobby have the same mods installed and enabled.

At this point, I recommend creating two collections and saving a list of mods in each (one for single-player and one for multiplayer) so that you can easily and quickly switch between mods in the future. This way, with the click of a button, you can uninstall all mods and install only those that interest you at that moment. You can then send a link to the list you’ve created to a friend you want to play with, and they’ll download exactly the same mods (keep in mind that everyone in the lobby must follow the procedure to uninstall all mods and verify the game files).

Saving a collection:
Steam → Community → Workshop → Sid Meier's Civilization VI → Your Items → Subscribed Items → Save To Collection

Uninstalling mods:
Steam → Community → Workshop → Sid Meier's Civilization VI → Your Items → Subscribed Items → Unsubscribe From All

Make sure there are no mods in the following folder either:
“C:\Users\UserName\Documents\My Games\Sid Meier's Civilization VI\Mods”

2. Verify the integrity of the files

At first, I also thought this wasn’t necessary every time, but after performing these steps in the correct order, it turned out they were essential for resolving the desynchronization issue.

If you plan to play in single-player mode with only bots, you can skip this step. It’s only necessary when uninstalling mods that you used while playing single-player on your own. This is an extra check to make sure every single file has been properly removed.

Steam → Library → Right-click on CIV 6 → Properties → Installed Files → Verify Game Files

3. Install desired mods

Install this mod collection by clicking the “Subscribe to All” button. These mods have been tested and do not cause desynchronization, though I haven’t tested them in combination with other mods. After all those wasted hours and all that stress, I’ve come to the conclusion that it’s better not to mess with something that simply works.

Make sure that ALL players in the lobby have downloaded and enabled the same mods.
Do not install any other mods, even if they are disabled.

If the problem persists after following the steps above, try verifying the files again. Sometimes Steam Workshop may only partially download a mod, causing it to become corrupted, and the absence of even a single, tiny file can blow the lobby wide open.
