How To Make Full-Colour Conscientious Objectors
Introduction
Create Your Image
IMPORTANT: MAKE SURE YOUR TF2 IS CLOSED WHILE DOING THIS (Thanks Nightmare Tank!)
Create an image of your choice in resolution[en.wikipedia.org] 128x128. Do not use 256x256 or it will not work (Thanks Dani!) Make it pretty and make sure that it will distract your opponent from whatever they are doing so that your team wins.
I suggest using http://www.getpaint.net/index.html or GIMP[www.gimp.org] to edit your decal.
PROTIP: Using a pure white image when applying the decal instead gives you 100% accurate color!

Save Your Image
Save the image in Computer > OS (C:) > Program Files (x86) > Steam > SteamApps > common > Team Fortress 2 > tf > custom > userstuff > scripts > items > custom_texture_blend_layers

IF Program Files (x86) DOES NOT CONTAIN A Steam FOLDER, GO BACK TO OS (C:) AND TRY Program Files INSTEAD.
IF FILES ABOVE DO NOT EXIST FROM custom ONWARDS, CREATE THE FOLDER (MAKE SURE WORDS ARE SPELLED CORRECTLY)
Name the file as paper_overlay and save it in .png format.

Applying Your Decal
Launch Team Fortress 2 and apply the decal on your Conscientious Objector, uploading the file from paper_overlay.png

- the spelling is correct
- the resolution MUST be 128x128 PIXELS
- the file is in .png
- the file is not pornographic/offensive in nature or violates steam community guidelines
- try going to your Library, right click Team Fortress 2 and go to Properties, click the Local Files tab and click "Verify Integrity of Game Cache". Then redo the above steps. (suggested by Lt John)
- if TF2 is open at any time while doing this, close it down.
