Non-console cheats.

First, press Alt and ~ at the same time. There will be a console when you press Alt and ~.
Type down "Config.cheat_mode 1" To disable, type "Config.cheat_mode 0"

When you type down config.cheat_mode 1, cheat mode will be active. With cheat mode you of course can use console cheats and non-console cheats.

Party will have all the troops in the game when you go there with cheat mode on.

Inv is the same just with items.

Note: It will take a pretty long time to enter party and inv with cheat mode due to the men or items.

There are also hotkey cheats when you enable cheat mode. They are short and easy to use.
