The Definitive Modding Guide (2025)
Introduction
There are several mod guides here already, but they're a bit outdated and point to mods that have since been outdone by others. I wanted to rectify that.
Half of the mods listed here are focused on replicating the original 2005 experience, both in visuals and in gameplay. The other half is focused on fixing what are nearly-unanimously considered flaws in the vanilla game, whether you're a new RE4 player or not. Nothing that changes the vanilla experience in extreme ways like Relentless Enemies, Dodge Roll/Sprint, Berserker, etc. All this is just ironing out the kinks and polishing the game into being the best it can be. These mods might even be enough to make you consider this a replacement for the original.
Essentials (Before anything else)
Important mod manager for installing and uninstalling mods without manual file replacement and without having to worry about backups.

REFramework is, as the name implies, a framework for mods. Most mods, especially modern ones, are made with it in mind and require it to work. Most of them will recommend downloading the latest nightly release, but do NOT do this. The latest stable build is already newer than almost any other mod on this list and as of writing, has far less issues.

2005 Restoration (Gameplay)
The year is 2005. You just got home from seeing Revenge of the Sith. You load up MCR on your iPod and start playing Resident Evil 4 on your PS2.
By default, Leon no longer has a laser sight. This ends up making the village fight a royal pain in the ass (especially on higher difficulties), and it doesn't even make sense in the story; why would a highly trained government agent tasked with rescuing the president's daughter be carrying no extra ammo and no accessories? It also highlights how irritating and inconsistent the focus mechanic is when you don't have a laser sight, which gives a terrible first impression of the game's combat.
This gives Leon his starting inventory at the start of the original game, which includes the laser sight, 20 extra bullets, and first-aid spray. This also frees up 10 spinels to spend elsewhere and more versatility for your first purchase (after all, you'd never not buy the laser sight first otherwise). There are also options for adding the shotgun & 15 shells at the start (based on the original Easy difficulty) and giving yourself infinite knife durability as well (not recommended). Recommended with the SG-09 Laser Sight (Model only) mod.

2005 Restoration (Cosmetic/Characters)
These mods bring back Leon's classic look with a face that more resembles the original, plus his original hair, eye color, outfit, jacket, and holster. Note that the hair may or may not work with hair strands on.

Classic Eye Color restores Ashley's original golden eye color, and they even become red when she gets infected. Classic Style Hair is her original 2005 do, but you'll need to turn off hair strands for it to work.

Skirt Fix gives Ashley's skirt proper physics, a new model, and new textures. Also comes with a TON of variants, all of which are sadly separate downloads. You'll want the base "Bare Legs" version for Jacketless Deluxe, an add-on that changes her outfit to resemble her 2005 look, with a thick brown belt and recolored scarf.

Unfortunately, there's no mod for bringing back the Pop Star outfit from the original (beyond a model import), but you can get the next best thing by giving her Romantic outfit a crop top. You can even use Classic Style Hair with it.

This mod is a beautiful take on Ada's original dress with proper physics, and it alters her hair as well. This replaces the default outfit.

A modern version of Ada's spy outfit. To keep it and the dress, I recommend replacing the in-game dress outfit with this. For the full classic look, turn elbow pads off. The second link is an add-on that recolors it to be closer to the original.

For a more classic look (and to get a better look at costume replacements) you can hide weapons on Leon and Ada's backs. You can also hide grenades if you want, though the original showed grenades.

The first mod pastes Luis's unlockable Vest outfit over the default, allowing you to use it in your first playthrough. It won't be necessary anymore once you unlock it for real. The second mod brings back his classic hair and beard. I actually like Luis's modern hair, but the beard makes him look too sleazy, so this is an overall improvement.

Ok, this mod is kinda pointless since you never see below her waist for more than a couple of seconds, but Hunnigan technically had a full model in the original, and she had a skirt, both there and in RE6.

Don't care for the pirate theme in the new shooting range? Bring back the old one! This isn't just a reskin, it's a completely new environment. Even the merchant is there. Multiple options for target skins as well.

The "red" herbs in the game look more pink than red. This fixes that. You'll want the NoYellowPaint compatibility patch as well.

2023 Improvements (Gameplay)
Some would argue that the consistent stagger of the original makes the game too easy/predictable/boring, and that the real issue with RE4make is the weapons being hideously underpowered and unbalanced at higher difficulties. For those people, Improved Balance is an extensive rework of weapons to fix that and make stagger more likely at the same time. It adds laser sight support for the Blacktail as well. The Full version comes with some nerfs, while the Lite version only includes buffs. It also has several optional add-ons, allowing you to tailor the difficulty to your specific needs.
I recommend Lite + Improved Item Stacking + No Aiming Penalty + Punisher 5x Restoration (just for the shooting range, you can't win it otherwise).

Adds new areas to chapter 1. The cabin is now accessible, with a few barrels to loot, but it's guarded by a Brute! Beat him, and he drops a key. Where do you use the key? Well, the bridge overlooking the lake settlement is now accessible as well. Your reward is there.

By default, you can only change out costumes and swap to the original music on the main menu, meaning you can only do it between autosaves at best. This mod removes that restriction and allows you to change them whenever you want. (It's REALLY strange that this isn't in the vanilla game. It was obviously planned, too, since there are voicelines the characters make when switching outfits.)

2023 Improvements (Cosmetic)
My favorite mod. By default, the game marks barrels, windows, and other interactive objects with obnoxious yellow or white paint, which you can't turn off. It's insulting, both to your intelligence and the game's art style. This mod removes it and allows you to replace it with a much more sensible cult insignia on the boxes/barrels and blood splatter on ladders and floors. You can also replace the yellow paint with blood, or have nothing at all, but the former doesn't look good IMO and the latter makes them too difficult to notice.

With hair strands off, Leon's hair looks clumpy, greasy, and gross. This helps alleviate that. There's also an option to do the same for Luis...though it makes sense for him to have greasy hair.

Ashley's default outfit is nice, but I'm more partial to her RE3.5 beta design. This uses textures from the popular HD Project mod for the original, and comes with a lot of customization options as well.

The in-game Casual outfit is hideous. I imagine some old fogie at Capcom saying "How do you do, fellow kids?" and coming up with that stupid-looking Harley Quinn ripoff. You want a PROPER 2004 punk rocking goth girl? Check this out. Black sleeves, black lace tights, actual band shirt, unf. That's how you do it. Doesn't come with the black hair by default, so the second link is the black hair used in the thumbnail. Alternatively, the third link has much prettier emo hair with purple highlights, but you'll have to turn on hair strands for it.

By default, only Leon and Ada's default outfits display weapons on their backs. This mod allows them to display on every alt they have. Note that this is incompatible with mods that replace said alts, such as Assignment Ada Remake and Leon Classic Style Jacket.

If you prefer using the Sentinel 9 over the SG-09 and wish Leon would use it in cutscenes instead, fear not! This mod reskins the SG-09 so it will always appear as your weapon of choice. Comes with an optional laser sight as well.

The default flash grenade model is kinda ugly, with an ugly font as well. This one looks cooler, more realistic, and more consistent with RE2R.
