EU Millenium Dawn Joining

I am currently explaining all the criteria whom you should follow. Joining the European Union is impossible via focus tree in Millenium Dawn, the only Focus Tree that you have about the EU is when the EU federalizes and occupies all the continent (overwhelming goal to achieve). I offer you in this first section guidance on what criteria should be followed.


I take for example Romania, you should at first have political power , suggest you use pp command in debug zone. Make sure that you have political power all the time, as in Millenium Dawn, political power matters more than troops, in Millenium Dawn, there is no such thing as direct wars but more influence wars.

Make sure that your corruption stays as low as possible, you can lower it ONLY with political power. level 5 of corruption is the maximum granted unless you want to complicate stuff.



At all the time you should respect the EU values , break 3 values of these or acquire 3 levels of breaching and your door to joining the EU is closed. Always have elections, have threshold less than 10%, rights for women to join the army but not by mandatory drafting neither abolished, do not be a puppet state or any non-democratic ideology, nor have neoimperialism as your military ideology. And try to keep corruption as low as possible.


Furthermore , you must look at the influence Russia and China has in your country, refuse any event that says that the Russian Federation or Chinese one want to make investments in your country or their influence will raise.


Whatever political party rules you, either right-wing or left-wing, make sure it is from the western outlook and the coalition it rules stays only in the western outlook.

You may use this command to set your treasury, you cannot be on bailout from any other nations and certainly not be in economical depression, try to make sure you stay on positive.

AVOID such an economy where you have both debt and budget deficit.


Be at peace all the time, do not make wars with other countries, you can spawn troops if you think that will preserve your sovereignty, you can join NATO (i made a guide on how to join it) if you want protection, do not make wars neither cause tension, just stay neutral in diplomacy, if you have enough political power, try to raise relations with Germany and France , if you dont, it is fine.


As I mentioned, you must have it as such women may join as volunteers in your army, not drafted or prohibited.
My advice is to stay on Local Security in your military theory/ideology, you can go as far as Global Interventionism which is considered the maximum until you breach an EU value.




There is an icon with the EU flag in the upper page left-wing of the screen, there you can find at „Euro-Info” some informations regarding Europeanism. Use your political power to constantly keep support for Europeanism, usually, people have 2 tendencies when they play Millenium Dawn: they either promote skepticism (they play as a member country and try to leave) or they promote support (which you do now since you are not a member). It is suggested you keep skepticism at 0%.

If you respected all of these criteria then you are ready for what you shall do next.

I personally suggest you to open your debug menu and write „tag fra”, this will allow you to play as a nation within the EU. It is important to play as a country in the organisation because you need it to pass legislation through the European Parliament that will later allow you to join. In real life, you need to close different subjects, from transports to diplomacy, economy & environment, however, in millenium dawn is easier (thank god) , all you need is the legislation of the EU to pass. You can use political power to influence political parties of the EU parliament to pass your legislation, then, you shall use the decisions tab to use the toggle cheats so all the countries of the Union agree in the European Council to pass it. Each time at 180 days or so, you can pass another piece of legislation in the EU parliament.



After you press the EU icon, you shall see all the ministers of the Union, when you play as the EU country that will pass legislation for your non-EU country, I suggest you pick to join the European Commission leadership, it is free and gives you political power daily for free.


This image portrays the European Parliament. Once you press on the European Icon (as THE EU MEMBER NATION!) , you may start passing legislation. You can start bringing new members in the Union only after 1st of January 2002 at 01:00. So nobody outside of the EU can join it before that date. Then, after proposing your piece of legislation, you start to influence the parties of the parliament , you need 370 MEPs majority. After you achieve 370 MEPs, press on „Pass”.




Here are the legislation you can pass (AFTER 1ST OF JANUARY 2002) based on the nations you want in the EU:

(if you pass 2004 EU enlargement in 2002, you can do 2007 and other enlargements earlier aswell, also, you can do enlargements only if you pass them in order up to 2013)

2004 EU enlargement (first) - -> Baltic States, Poland, Hungary, Czech Republic, Slovakia, Slovenia, Cyprus, Malta

2007 EU enlargement (second) - -> Romania + Bulgaria

2013 EU enlargement (third) - -> Croatia

NOW, after you pass the 2013, it is up to your choice which of the following legislation is passed, you no longer have to pass them in an order:

Western Balkans Enlargement - -> Albania, Serbia, Montenegro, Macedonia, Bosnia, Kosovo
Turkey Inclusion - -> Turkey
Black Sea enlargement - -> Moldova + Ukraine
Caucasus enlargement - -> Georgia, Azerbaijan, Armenia
European Economic Area - -> Swiztreland, Norway, Vatican, San Marino, Monaco, Liechtenstein, Iceland, Andorra.
Belarus - -> Belarus
Internal Enlargement - -> this one will trigger new EU members only if these nations are independent - Scotland, Crete, Padania, Vojvodina, Wales, Galicia, Silesian Republic, Catalonia, Andalucia, Canary islands, the Basque, Bavaria, Greenland.


HOW TO PASS EU LEGISLATION (example)



First press on the EU icon, go to parliament, go to reforms, pick the reform you want (in your case, EU enlargements), influence political parties in the parliament with political power, once you get majority, pass it. After you have passed it, you may pass something through the parliament again after 180 days.




In your debug menu, write down „event cheat.1” , that will allow you to pass your legislation by 100% in the european council. After you have written event cheat.1 in your debug menu, go to decisions bar and activate that the EU AI will always vote yes.

Then, go to council voting, press on your legislation, support it and after it achieved the majority (or if you applied the command, 100% support), you can go to decisions bar and press on it, if you forget to do it, it will still auto-pass the legislation after 14 days.

Once EU enlargement laws above pass through this system, your nations may join if they respect the criteria from the basics section.

If you respected the basics and did not break 3 values of the european charter (at basics) + passed EU enlargements all you have to do then is this:

GET BACK TO YOUR NON-EU COUNTRY
command: tag + country tag
in my case, romania


If you respected all the criteria and passed the EU legislation, at the decisions bar , there will be a „Join EU ” zone , that zone will be blue if you respected it (mine is grey because I am doing photos on a new savefile) but in your case, if you respected all the rules , passed all EU enlargements, you are good to join.


If the decision to join the EU is blue after everything you have done, then press on it and done, you are officially a member.
