Hearts of Islam (Islamic Ruleset for HOI4)

Welcome to my Guide on playing the game the right way. Inshallah we shall follow the rules of Islam while playing Hearts of Iron 4. Most of you have commited acts of sins and haram while playing we shall redeem our sins By following the Rules of Allah. We will Start with general rules and move into Rules of War. We will also cover some MP rules. For those who want to follow this guide while playing Roleplay.

Sources vary in this topic but the generally accepted rule is you must not listen music that gives negative messages. You can listen calming musics or Nasheeds. However If you wish to be a Hardliner. Music is completely haram

Islam encourages freedom of trade and being fair and trustworthy while doing so you must not enact policies such as Autarky.
You must only pick Trustful Advisors. Those who harm people or exploit them in any way should not be picked. Including advisors that give non-core manpower.

You must not prepare you economy for a war without a proper reason. At most stay in early mob and dont go to war economy or above unless you are at war.

Allah does not love aggressors or bullies you must not attack without a real and valid reason. Try to stay peaceful.

You must not mobilize the populace without a valid reason you can mobilize before the war if your existence and Islam is in danger.

Islam forbids harming Civillians and Forcefully enforcing Islam. You must never Kill, Oppress or do any harm to the civillian populace. Stay on Civillian Oversight whatever the cost.

You should be Loyal to your Allies and respect the Treaties you made.


Escaping the battle is a great sin. You must not retreat when the battle starts in tile. Your Divisions should fight until the end. You should either stand your ground, Last stand until the Division gets wiped or Disband the divisions that have retreated. You can rebuild them when you delete them.

Islam prohibits Killing of POW's You must not kill encircled divisons .

Prophet Muhammad (s.a.v) Prohibits Harming Trees, Infrastructure, Religious Buildings(Churches,Mosques) etc. Scorching Earth is Strictly forbidden in Islam.

Nuclear Weapons, Flamethrowers or and kind of weapon that does too much harm are banned. Bombers in general should only target Military Buildings.

Targeting Merchant ships and Transports are not allowed because of possible civillian casualties.

No exploits, Snaking, Silent Invasions, Dogpiling on Others etc. We Fight like Men die like Men.

Respond respectfully to every message even it threatens you. You can also give Islamic advice to them.

Don't break treaties only do so if others have betrayed it first. Keep your promise. And don't Backstab anyone unless they did it first.

self explanatory. Try to be friendly to everyone.

Try to not fight unequal wars don't ruin others game experience 1v1 all the time if possible.

A true Warrior never betrays his friends send them volunteers, lend-lease or even join the war on their side if they are not the agressor.
