To make the steam run gta_sa.exe instead of gta-sa.exe you can make a symbolic link.
  1. Delete/move gta-sa.exe.
  2. Then open the console (Win+R, then write “cmd”) and write "mklink game_path\gta-sa.exe game_path\gta_sa.exe" in the console. Write the full path, for example
    mklink D:\Games\GTASA\gta-sa.exe D:\Games\GTASA\gta_sa.exe
  3. Done, run the game through steam. You can do the same with samp and other .exe files like UGMP or Stars and Stripes.
