Change Watch_Dogs Spoken (Dub/Voice/Audio) Language
Introduction
Before writing this guide, I had searched for other methods, but none of them were applicable to the Steam version.
Below is a summary of my experience, using the game interface in English and the game audio in Japanese as an example, for your reference. I hope it can be helpful to you.

Steps
- Download and install Watch_Dogs(referred to as Ver. 1 in this guide) on Steam, and set the language to English.
- Install a non-Steam, standalone version of Watch_Dogs (referred to as Ver. 2 in this guide) on your Ubisoft Connect client, select Japanese as the installation language, agree to the EULA, set the installation location, and wait for the download and installation to complete.
Note: This version must include the Japanese language option. - Open the installation folder of Ver. 2, locate the sound_japanese.dat and sound_japanese.fat files in the data_win64 folder, as well as the windy_city_japanese.dat and windy_city_japanese.fat files in the data_win64/worlds/windy_city folder. Copy these files to the corresponding folders in Ver. 1.
- Launch Ver. 1, go to the "Opinions" menu, and under "Audio and Language," set the "Written Language" to English and the "Spoken Language" to Japanese.
Click "Apply" to save the settings, and you can now start the game with Japanese audio.
Important Note
DO NOT uninstall Ver. 2.
If you do, the audio in Ver. 1 will automatically revert to English, even if the sound_japanese and windy_city_japanese files are present in Ver. 1's folder.
I have tested this and had to re-download Ver. 2 afterward.
