Register on NexusMods[www.nexusmods.com] if u still didn't
Open Playing as NPC mod page[www.nexusmods.com]
Downoload it and unzip the archive anywhere u want
Go to your game directory and open Watch_Dogs\data_win64 folder
Replace old patch.dat and patch.fat files w/ new ones
Boring part is over hoah
Launch the game and go to any clothes shop
New skinks will be available as player's costumes. Means yes, u still need to buy them
