I had this problem myself

I've been there, I was looking for the last one for hours. Luckily I gave up and went on few side missions and when I was picking what do I do next I saw it.

The last hotspot is in Parker Square :

hover over the black bar

It is hidden under a Criminal Convoy Side Mission :

You can find it right next to it on the building :
