Overview

NetWatch is a global policing organization founded in 2013 by a US/Eurotheatre treaty. It works in tandem with and receives funding, equipment, and personnel from governments, corporations, and other large organizations to patrol the Net and prevent cybercrimes. The organization's Netrunners, known as NetCops, Wolves, Weasels, and The Icemen, were equipped with very powerful software to move through the Net, and would patrol specific "beats", which could cover a city, region, or continent. While arrest and imprisonment were the primary goals of NetWatch, it was also known to use Black ICE programs to kill or maim their opposition.

After the collapse of the Old NET due to the DataKrash, during the 2030s and 2040s NetWatch oversaw the development of corporate CitiNets, local VPNs established in Reclaimed Cities. At the same time, it made contact with AIs that had managed to survive rogue malware known as R.A.B.I.D.s in order to work together on getting the Old NET under control. The project did not exist in any official books or records, and was known only as "the Black Wall".

By 2077, one of NetWatch's goals included keeping people from penetrating the Blackwall: a virtual firewall, which was believed to keep free AIs from breaking through and causing mayhem. As such, they were at odds with Night City gangs such as the Voodoo Boys, who wished to break down the Blackwall with the belief that the AIs would help them and humanity as a whole.

NETWATCH

NetWatch was founded as a European net security company, but its success quickly transformed it into an international agency sponsored by corporations. The "Net Police" specializes in securing data fortresses, pursuing unlicensed AIs, neutralizing hacks, removing software threats and apprehending troublesome netrunners. NetWatch also maintains the Blackwall, a barrier of ICE that guards against rogue, post-Krash AIs. Corporate propaganda likes to portray NetWatch agents as defenders of humanity without which the Net would have long-ago collapsed. The truth is that it's not so hard to become a "public enemy" in the eyes of NetWatch – go head, jack in and read the security protocols sent to every user on the Net. The moment you step over the line, some eager rookie in the nearest NetWatch division will have a file on you in no time.

• In the original Cyberpunk 2020 lore, NetWatch was formed in 2013 through a treaty between the United Nations and the World Communications Network. In Cyberpunk RED and Cyberpunk 2077, NetWatch is considered a pre-existing private United Kingdom security company, founded in 1991, which was remade into a worldwide policing agency through a US/Eurotheatre treaty in 2013.

Biography

Bryce Mosley is a NetWatch agent responsible for fixing breaches in the Blackwall.

In 2077, he was tasked with mapping out the Voodoo Boys data fortresses in Pacifica and shutting them down. Knowing the dangers, Mosley decided to hire the Animals, hosting an audition to select the most capable leader within the gang.

He ended up choosing Matilda Rose, also known as Sasquatch, and ordered her and the Animals to secure the Grand Imperial Mall and make sure the Voodoo Boys would not try to stop him outside of the Net. He had succeeded in temporarily bringing down two of the Voodoo Boys' top netrunners—Brigitte and Ti Neptune—leaving them trapped in their stasis.

With his job complete, Mosley was preparing to leave before he encountered V, a mercenary hired by another Voodoo boy named Placide, who was attempting to stop NetWatch and save his fellow gang members. V had infiltrated the mall and attempted to access Mosley's van, but was caught and left with a warning to leave by the NetWatch agent. V nonetheless continued through the mall while Mosley continued to leave messages to turn back.

Later when V faced Sasquatch, Mosley attempted to hack into the mercenary's systems to stop them from finding him. After Sasquatch was defeated, V confronted Mosley face-to-face, who requested that he be allowed to explain to the mercenary what was really happening.

Mosley also made sure that Placide could not overhear their conversation during this time by severing V's connection to Rezo Agwe. He told V that Placide was using them, and that they would be neutralized once the job was completed. After showing some evidence that what he was saying was true, he offered to let go of Brigitte and Ti, as well as clear the virus put in V's operating system, in exchange for being allowed to leave.

If V proceeded with Placide's plan in I Walk the Line:

V didn't take Mosley's deal and instead proceeded to tackle him to the ground and jack into his operating system. What followed was a mass targeting of NetWatch agents in the area, with Mosley and V also being affected. V survived thanks to the Relic, while Mosley was killed.

If V took Bryce's deal in I Walk the Line:

V decided to agree to his deal. Mosley then removed the virus and freed Brigitte and Ti from their stasis as promised. Before leaving, V had a conversation with Mosley, who promised they would see each other again. While Mosley did keep his end of the bargain, he also installed a tracker in V which would activate upon entering the Net. Once V and the Voodoo Boys contacted Alt Cunningham, NetWatch was prepared to strike. Alt managed to counter this, but had to flatline the Voodoo Boys to stop any further action.
