You may think its in the console or in a config file, and you would be right, Before 2007.
Since then the only way to change it is in launch options of the game, so first:

1. Open the game in the library / Right click on the game.
   
2. Click the settings icon and open "Properties".
   
3. there's a space you can write in, you are gonna write these command:
   
   • +sv_rollangle x
     
   • x represents a number between 0 & 10
4. Play.

It should be looking something like this:
