Part I: Marshall Plan and Initial Moves
This guide will try to avoid information already reported in the two linked guides. In addition, Quetzalcoatl has a Steam CIA Spymaster guide that walks you through the Espionage Missions (EMs) if you run into trouble with them.
The Marshall Plan[en.wikipedia.org] was the American program to provide aid to rebuild Western Europe after the Second World War. Just as in real life, this is a priority for the US in this campaign. Use your Tribute to increase NATO's (Greenland, British Isles, Spain, Italy, West Germany, Scandinavia, Greece, Turkey) territory strengths from 1 to 3 (cost is 50 = 20 + 30). This will take a few turns, and it is important to leave enough Tribute each turn for the EMs (cost 20) and the Police Action (PA, initial cost 20, +1 with each turn). Buying up Client States (CSs) will be done after NATO is rebuilt.

Modern Age Turn 2 (1955): Indian Intervention

Modern Age Turn 0 (1945): Middle Eastern Oil
- The first EM removes a Soviet nuke and gives you a Sabotage card.
- While you are told to intervene in Korea, the USSR doesn't attack until the next turn. Attack the Middle East to keep the Soviets from expanding into Africa. Success here means an additional 100 Tribute.
Modern Age Turn 1 (1950): The Korean War
- The second EM gives you control of China as an American territory with 1 strength.
- The Korean PA consists of the defense of South Korea and an optional advance into North Korea. Winning both gives you the entire Korean peninsula.
Modern Age Turn 2 (1955): Indian Intervention
- The USSR will complete a PA, taking Afghanistan as a CS.
- You will get a message saying the voters do not like American territories at 1 strength. Fulfilling this objective will grant a Great Thinker card next turn.
- The third EM gives you a card.
- An Indian PA checks Soviet expansion in Asia as well as granting you a 6 strength territory.
Part II: Expansion of the Marshall Plan
Modern Age Turn 3 (1960): Hostage Rescue and the Colombian Drug War
Modern Age Turn 4 (1965): Cuba and the Vietnam War
Modern Age Turn 5 (1970): A Bifurcated World
- The USSR takes Mongolia. It cannot expand further at the moment.
- The fourth EM gives you 45 Tribute for each hostage rescued, for a maximum of 450 (!) Tribute. These hostages must have some serious connections.
- NATO's rebuilding should be completed this turn, allowing for the acquisition of CSs.
- The first CS can be negotiated for 55 Tribute. After that, most can be bought for 70, with a few needing 90 or even 110. Try to use the minimum needed.
- The optimal path is to unite North America and Africa for the bonus tribute. The latter requires an overrun of West Africa with two armies. After that, most of South America can be bought.
- I recommend leaving Colombia for a PA since (IMHO) it's the most fun one: it's a change from the usual Conquest games and it doesn't restrict your options much. In addition, there is a 60 Tribute reward. This PA unites South America for bonus Tribute next turn.
Modern Age Turn 4 (1965): Cuba and the Vietnam War
- With the US economy vastly outpacing the Soviets, this is the chance for an Economic Victory, if you want it.
- The Cuban Revolution leads to independence. They will be dealt with.
- The fifth EM gives you Sabotage, Logistics, and Mercenary cards.
- I recommend buying up Cuba to get the North America unification bonus. This leaves the Vietnam PA. Overrun North Vietnam with your army, navy, and bombers and then deal with Cambodia.
Modern Age Turn 5 (1970): A Bifurcated World
- The Hungarians stage a revolt, lowering the strength of Central Europe to 1. They can be assisted later, as there is not enough Tribute to attack the Soviets right now.
- Delay the last EM for now and collect Tribute by moving to the next turn.
Part III: Third World War
Modern Age Turn 6 (1975): All-out American Attack
Information Age Turn 0 (1980): Soviet Counterattack
Information Age Turn 1 (1985): Nuclear Disarmament
Information Age Turn 2 (1990): the Fall of Moscow
- The final EM removes two Soviet nukes as well as granting a Wonder of the World card. I recommend building the Space Program as it has the more immediate and useful effect in Conquest battles.
- Declare war on the USSR with an overrun of Kazakshtan from the Middle East, Turkey, India, and China. This will remove a Soviet army since this is a Supply Center (SC), in addition to isolating the Soviet army in Afghanistan.
- Remove two more Soviet SCs (Eastern Europe and Eastern Siberia) by nuking them. The loss of the Southern US is a worthy price.
- Strike at Central Europe from Scandinavia. The Hungarians will be your ally in the liberation of the Warsaw Pact states.
Information Age Turn 0 (1980): Soviet Counterattack
- The USSR counterattacks, in my game from Afghanistan to the 7 strengh territory India.
- Pay them back by overrunning the nuked Soviet SCs, Eastern Europe from the newly acquired Warsaw Pact territories and Eastern Siberia from your East Asian territories and Alaska.
- I recommend attacking Mongolia to remove a Soviet CS. This is a field battle to destroy a military base in the center of the map.
Information Age Turn 1 (1985): Nuclear Disarmament
- The USSR proposes an end to nukes. Accept this deal unless you want a Nuclear Victory instead.
- Overrun Western Siberia from Mongolia, China, and Eastern Siberia. Another Strategic Resource for your use.
- Attack Afghanistan in a typical Conquest battle to remove the last Soviet CS.
Information Age Turn 2 (1990): the Fall of Moscow
- I recommend attacking from Eastern Europe (with two supporting armies from Western Siberia and Kazakhstan) if you want a quick battle. Your massive army will have a direct land route to the objective of Moscow.
