Step no.1

Don't, Halo 2 is too hard just play normal legendary plus there's technically no reason to CBT yourself like that except for flexing on your friends if you beat it on legendary alone that is already a challenge and it will show up as your highest difficulty you've completed that campaign but if you're persistent go step 2.

Step No. 2 (if u rlly want to)

I recommend playing with a buddy or a couple buddies even though it will raise the Co-op completion rate to legendary. If you really want to beat the game with all skulls on don't suffer alone, instead make your buddies suffer with you because I mean like c'mon why waste hours of one person's time when you can double or triple it with other people

This was more or less a joke don't really take any of the guide seriously if you actually want to beat the game on legendary all skulls on my one advice is get cozy and prepare to rage a lot because sniper jackals will you make mald a lot.
