Legion Frumentarius Guide and Build
Introduction
So, I was bored the other day and realized it had been a rather long time since I had done a special playthrough of New Vegas, and incredibly long since I had done a legion playthrough, and so in a twist of switching up my usual Mr. House tolerating cowboy, I decided why not toss the Legion and their Frumentarius a bone.
The General Idea/Lore:
The courier is not already a member of Caesar’s Legion nor has been; however, due to whatever your preferred reason may be, they (or cough cough, more probably he, since this is a legion playthrough after all) become a follower of Caesar’s ideals. With the courier, taking particular inspiration from Vulpes’ and the Frumentarius's cunning and brutality. Being an individual with average to below-average physical capacities but a shrewd mind, the courier begins to emulate them and their methods
The Courier is a dogmatic follower of Caesar until the events of Honest Hearts change him, and he develops to become a more pragmatic one, occasionally slightly breaking from Caesar’s code and growing more humane (and religious if that’s your taste) while still serving the Legion’s goals.

The Build
Traits: Good-Natured, Trigger Disciplined (can be replaced with Wild wasteland if preferred).
Tagged Skills: Speech, Stealth, and Guns (or melee, depending on your preference)
Perks:
- Lady Killer or Confirmed Bachelor (or both): Seduction is part of the plan.
- Educated: We may be assassins, but we are educated ones.
- The Professional: Spy time.
- Sneering Imperialist: This is the Legion after all.
- Terrifying Presence: Intimidation is always a tool of the Legion.
- Travel Light: A Spy is always on the move.
- Mister Sandman: This is the Frumentarii, some moral qualms are best tossed aside.
- Light Touch: A slight nudge is all a spy needs.
- Silent Running: This is basically a stealth build after all.

Gameplay + Weapon Rules
- Never work against Caesar's Legion interests
- To be played in hardcore mode (optional but recommended for extra Frumentariusmaxxing).
- No Chems (stimpacks too if you’re that bold)
- No Gambling (a tragedy, truly), Caravan allowed if furthering mission objectives.
- Weaponry: All melee weapons (minus the big ones) allowed, all unarmed weapons allowed, placed explosives allowed, thrown explosives banned but can be reverse pick-pocketed, all energy weapons banned, heavy weapons banned (primitive projectiles allowed). Regular guns have strong limitations:
- While not wearing merc gear: All pistols and revolvers allowed (minus ranger sequoia), SMG’s allowed, every other gun type banned.
- While wearing merc gear: Same rules, but special “earned” weapons are allowed, which are the All-American, Christine’s Silenced Rifle, the Medicine Stick, and Paciencia.

- Clothing and Classes: Only two types of clothing can be worn, depending on two classes (either a gentleman or a Merc can work in Legion Territory):
- The "Gentleman": Formal suits (on all NCR areas, the strip, freeside, and westside), not wearing merc gear applies.
- The "Mercenary" (or Merc): Originally allowed at the start of the game, later locked once finding a suit. Can only be unlocked once Honest Hearts is completed, locked with Joshua Graham’s armor. It can be worn on all “uncivilized areas” plus DLC’s.
- The "Gentleman": Formal suits (on all NCR areas, the strip, freeside, and westside), not wearing merc gear applies.
- If non-violent resolution can be found and it benefits the legion, no matter how scumy, it must be taken.
- Implants are "unlocked" after Old World Blues

Quest Rules/Goals
- Work For Caesar (duh)
- General Protocol and Idea: Quietly Sabotage the NCR while still having positive rep for as long as possible, do so without benefiting them, neutral or only minor actions such as camp searchlight.
- Complete all Legion sidequests: Wait until the very end to do the ones that worsen NCR rep (forlon hope old Lukcy Sun etc).
- Specific Vanilla sidequests protocol:
- Silus Treatment: Help Silus to sneak out from his captor.
- G.I Blues & King's Gambit: Instead of working a treaty between the Kings and NCR, sabotage the whole deal by siding with Pacer, inciting an open war.
- Bounty of Motor-Runner: Make a deal with the fiend's leader; Motor-Runner to hand over his helmet in order to deceive the NCR and make them think that the fiends are in disarray.
- Lucky Old Sun: Activate the Achimedes defense system, and all the NCR presence will be eradicated. Legion will then take over the plant, ensuring a permanent threat to supply routes.
- We are Legion & Oh My Papa: To truly Frumentarimax, after Papa Khan nominates you as his heir after Camp Forlorn Hope Massacre, kill him(silently) and tell Regis to side with Legion when the war ensues.
- How Little We Know: Report Cachino activities to his boss, and help the Omertas finish up the preparation for attacking the Strip.
- Eye for an Eye: Tell Centurion Aurelius about the bug given by the NCR, and help him by giving them a false raiding plan.
- Heartaches by the Number: Help Cass avenge her caravan's loss, scandals will hurt profligates.
- For Auld Long Syne: Enlist remnant help for Legion on the upcoming second battle of Hoover Dam (or if one feels particularly evil, just skip and sell arcade into slavery).

- DLC Quests:
- Honest Hearts: Help Natives Flee (still technically helping Caesar), learn from Graham
Lonesome Road: Don’t be a ♥♥♥♥♥♥, don’t nuke Legion, maybe nuke NCR. - Big MT: Contain Geniuses (only if completed Honest Hearts first, if not, kill them all).
- Sierra Madre: Trap Elijah in the Sierra Madre (bonus points if you get the gold).

Companions
Every Spy and Frumentarii, has his assistants and aides, whether they are aware of it, or otherwise.
- Rex: Give him a Legion Hound Brain.
- Cass: Damage Van Graffs and Crimson Caravan with investigation, ideally covertly, to not spread suspicion and maintain the Frumentarimaxxing.
- Raul: Restore him to his cowboy ways.
- Arcade: Sell to slavery or enlist enclave for Caesar.
