I know that a lot of the community members will be skeptical about the links (especially since I came across viruses myself), but I personally checked this method, scanned the computer and the method is clean, safe and free.

After downloading, you need to select the folder where steam installs mods from the workshop (Civilization 5 User Path). It isn't easy on Windows 8/8.1/10 because these os aren't supported before. You must manually enter the folder location. On windows 10, it would be:

C:\Users\Your user name\OneDrive\Documents\My Games\Sid Meier's Civilization 5\MODS

If location is incorrect, you have to find right folder in documents, or where ever is (install one mod so as not to miss it).

I didn't work with windows 8/8.1 so I can't write perfect location, but it would be without OneDrive folder:

C:\Users\Your user name\Documents\My Games\Sid Meier's Civilization 5\MODS
