Ignore how I forgot what the Dead Money DLC was called, referred to the gold bars as the steel bars, and referred to the balance of 27000 as 2700. The video is probably totally sufficient for all of you, you probably won't have to read any of this as soon as you watch the video.

Allow me to explain how this works.
When you buy a gun, and guns specifically; all other weapon types do not work; It is a requirement for Gun Runners that you receive the purchased weapon in perfect condition as long as your level is high enough for the weapon's recommended skill requirement. However, you can sell Gun Runner's your almost-broken weapons, where they appear in Gun Runner's inventory as the same, almost-broken quality.
Do you see where I'm going with this? You can sell your almost broken weapons to Gun Runners, and as long as you meet some requirements, you can buy it back, where it is listed as the same condition, and sell it back in perfect condition. Rinse and repeat to deplete Gun Runner's inventory and get anything you want. Even if you're not primarily focusing on guns you can stock up on things from Gun Runners and sell their stuff to other vendors to get what you want.
This is the only merchant in the game with this special functionality; that you ALWAYS receive any gun purchased in perfect condition, even if it's listed in their inventory as almost-broken.

From my several hundred autistic hours of experience playing this game, I have noticed that there are a few conditions that must be met for this exploit to work.

Second, there is a level requirement based on the recommended skill requirement of the weapon you're trying to use. It is five levels for each 25 points of recommended skill requirement. The skill requirement on guns can be viewed by opening your weapon inventory, mouse over the weapon, and it is an image of three bullets with a number, to the left of the image of the weapon being held by the vault boy. The requirements are 0,25,50,75,100. A requirement of 0 means that you can use this in the exploit at any level. A requirement of 25 means that you need to be at least level 5 for it to work, level 10 for requirement 50, 15 for 75, and 20 for 100.
My go-to place for finding weapons for use in this exploit is the Vault 34 Armory. Vault 34 is northwest of Camp Golf in the hills between Camp Golf and Nellis Air Force Base. Getting into the armory is a full guide unto itself, there's a wealth of youtube videos on it, but in the armory is the All-American, a riot shotgun, assault carbines, a hunting rifle, 10mm SMG's, and various tons of other goodies but in critically low condition. If you want a cheaper alternative try to get a hunting rifle from the Fiends, west of Camp McCarran.

This is a very delicate, fragile process, You will mess this up if you don't do it carefully. First, make sure you save the game before attempting this, your first time you'll probably need it. Even if you can't get it your first time and you swear you did everything right, give it a few more reloads and you'll definitely get it in a few minutes. Even I find myself doing this every play through.
You can use more than one weapon while doing this, in independent transactions or at the same time.
DO NOT sell or buy the weapons being used in the exploit while buying anything from gun runners. Buy the stuff you want to steal from Gun Runners in an independent transaction.
And, obviously, you can't use the same weapon once you close the trading box with the vendertron. unless you use the weapon so long the condition gets really low again. So make sure you get everything you want before you close the box.
