What you need to do is complete the first quest

After that you should see this near the bar place

Enter it and head for the strip

2nd Part

Once you head to the strip there will be a mystical gnome at the gate

Do not pay the gnome caps to get through
Instead you need to kill him

After you kill him the gnome police will hunt you down

To solve this call gnome Lester

And then you should be able to go to New Vegas
