When we start a new game and create a character, Doc Mitchell tells us to walk to the Vit-o-matic Vigor Tester in order to assign our S.P.E.C.I.A.L stats. In our case, we have to create Deckard, and those who watched the movie or read the novel know that Deckard is a police officer in a futuristic cyberpunk California who hunts down “replicants,” human-like robots. Unfortunately, in New Vegas, unlike in Fallout 4 (synths), there are no human-like robots, but we can create at least fitting stats for him: Strength 6, Perception 8, Endurance 7, Charisma 1, Intelligence 6/7, Agility 5, Luck 4. Also, do not forget that you can enhance your stats later via implants or the “Intense Training” perk.

As I stated at the beginning - “that gun” will be our dearest friend, which is why you should put your points into "Guns" perk and read magazines related to it. Although you also can use revolvers; which one is up to you.

For outfit: look for sheriff's duster, pre-war suit (like the one Mysterious stranger has) or NCR Ranger outfit, all of them are good.
