Black Ops 3 Zombies Console Fix
Introduction
You load a mod in Black Ops 3 and open the console with the "~" key. You enter, "/developer 2" and start the game only for the game to crash and take you back to the lobby with an error message. You set developer back to 0 via the console and the game loads fine.
You may have also got into the game but you constantly get error messages while playing with the mods you installed due to the game being in developer mode.
I have two fixes that I have been able to use to solve this issue.

The First Fix
Fix #1:
If you are loading a custom map with no mods loaded you can install the better console mod that will enable cheats in the console without having to type, "/developer 2" or install a mod menu from the Workshop as well.

The Second Fix
Fix #2:
If you are trying to load a mod and join a map whether a custom map or the standard BO3 maps / Chronicles.
First: Get the console identifier name for the map you are trying to play.

Second: Open Steam > Library > Right-Click on Black Ops 3 > Properties > Launch Options
In Launch options put, "+set fs_game zm_mapname +devmap zm_mapname"
(Without the quotation marks)
Put the name of the map where it says "zm_mapname"
Third: Launch Black Ops 3
When the game loads it should load you into the map on launch. When the match starts, exit the match and return to the main menu.
While on the main screen go to Mods and load the mod you want.
Fourth: When the mod loads, go back into the map and console commands should be enabled and you can use the mod you wanted with the custom map or standard map and whatnot.
Just remove the launch options when you do not want to use it.

Conclusion
This should work most of the time, it has worked for me to load a mod and use the console without having errors appear constantly or crash.
