Kindly* do science so you can unlock more terminals throughout the wasteland to keep your level low. "But terminals give you XP!" Not that much, so it won't effect your playthrough. now the reason you need that science is for air base nellis, YOU WILL NEED AIRBASE NELLIS!

Once you finish up with the boomers start putting points into charisma until you reach 100 (if you haven't already) and start making your way up the chain of the rest of the quests for the NCR, now I hope you read up to this point so you can get great tips, for perks you will want 2-3 swift learners, adamantium skeleton, retention (optional), 2-3 educated, commando (to make up for any skill deficiencies), gunslinger (for the same reason), and terrifying presence. (WARNING! when you use the game's console commands it flags you game with hacks, DON'T WORRY, all you have to do to turn it off is to save your game then shut it, COMPLETELY, and then restart and it removes your flag, and the flag only stays on per session, so if you use hacks, quit to regain the opportunity for achievements.)
